There are thousands of excellent web designers out there. Alas, there are also thousands of unscruplious lowlife folks you should avoid. Following some of these guidelines may help
Meet Them
If at all possible, meet the designer face to face. You'll feel better.
Don't be Seduced by Pretty Pictures
Sure, a site has to look good but you need more than a pretty face. Read on.

Is their work technically correct?
How do you know if the site is technically correct?
Easy.
Copy the web address and enter it into the
W3C
Validation Service.
You will immediately know if there are errors.
One or two errors, though not good, is understandable. More is irresponsible.
Who is W3C? They're the people who write the rules.
Do you care if it's correct or not? You should, you're paying for it.
Broken links
Do their sites have broken links? Sloppy work; there is no excuse.
Server Performance
Your web site should be hosted on a server that is not stuffed with too many other sites. A maximum of 300 is a good number.
